What happened today to change our bonus?

At the last update, the efficiency of champion attributes that determines the amount of time decrease when the champions assigned to buildings was changed in order to adjust the balance.
OK understandable just had to know why and I guess some players had enough bonus for instant research and troops.

Was this change negative, like a 15% decrease in time is now less effective, or was it the other way around?
Yup, top VIP could instant drill and research… achieved 74% reduction time, it was ridiculous…
