Bugged quest?

I cant complete this quest no matter what I do, I already drilled troops, tried drill in academy and all I could think of being a possible option… and nothing :confused:

Thhis could be cause the changes you did in Pioneer requirements (I already have 4 dominions so my Pioneer isnt 1/3 xD)
